AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE ADDING CHAPTER 19.27 TO THE SUNNYVALE MUNICIPAL CODE RELATED TO SITE AND PROJECT-BASED SPECIFIC PLANS, AND ESTABLISHING THE LAKESIDE SPECIFIC PLAN DISTRICT
THE CITY COUNCIL OF THE CITY OF SUNNYVALE DOES ORDAIN AS FOLLOWS:
SECTION 1. SECTION 19.16.020 AMENDED. Section 19.16.020 of the Sunnyvale Municipal Code is hereby amended to include new zoning districts as follows:
19.16.020 Zoning districts – Creation.
In order to carry out the purposes and provisions of this title, the city of Sunnyvale and the Sunnyvale planning area are divided into districts designated as follows:

SECTION 2. CHAPTER 19.27 ADDED IN ITS ENTIRETY. Chapter 19.27 of the Sunnyvale Municipal Code is hereby added in its entirety to read as follows:
Chapter 19.27 Site and Project-Based Specific Plan Districts
19.27.010 Site or project-based specific plan districts.
From time to time the City of Sunnyvale adopts site or project-based specific plans in order to implement its general plan. Such specific plans establish unique zoning districts, and include architectural and design guidelines, site development standards, public facility improvement plans, and, when applicable, environmental mitigation monitoring programs. All site and project-based specific plans adopted by the City of Sunnyvale are incorporated herein by reference.
19.27.020 Regulations generally.
The standards, guidelines and improvement plans contained in an adopted specific plan shall apply in the specific plan’s prescribed area. When the specific plan does not provide specific standards and/or procedures for review, approval and/or administration of development projects, that standards and procedures in this code shall apply.
19.27.030 Lakeside Specific Plan District
A zoning district entitled the “Lakeside Specific Plan” district (LSP) is established as shown on the official precise zoning plan, zoning district map, city of Sunnyvale, on file in the office of the city clerk and incorporated by reference. The LSP zoning district implements the Lakeside Specific Plan, incorporated by reference, a copy of which is on file in the office of the city clerk.
SECTION 3. AMENDMENT OF PRECISE ZONING PLAN. The Precise Zoning Plan, Zoning Districts Map, City of Sunnyvale Section 19.16.050 of the Sunnyvale Municipal Code) hereby is amended in order to include certain property within the LSP DISTRICT, which property is presently zoned within the M-S DISTRICT. The location of the property is set forth on the scale drawing attached as Exhibit “A.”
SECTION 4. CEQA COMPLIANCE. As part of the process of adopting the Lakeside Specific Plan, the City has analyzed the environmental effects of this ordinance, certified an Environmental Impact Report and a Mitigation Monitoring and Reporting Program , and made necessary findings required by the California Environmental Quality Act (Public Res. Code §§ 21000 et seq.; "CEQA"). The City finds that the adoption of this ordinance is within the scope of the EIR and no new environmental documentation is required.
SECTION 5. EFFECTIVE DATE. This ordinance shall be in full force and effect thirty (30) days from and after the date of its adoption.
SECTION 6. POSTING AND PUBLICATION. The City Clerk is directed to cause copies of this ordinance to be posted in three (3) prominent places in the City of Sunnyvale and to cause publication once in The Sun, the official newspaper of the City of Sunnyvale, of a notice setting forth the date of adoption, the title of this ordinance, and a list of places where copies of this ordinance are posted, within fifteen (15) days after adoption of this ordinance.
