SUBJECT: Award of Bid No. F0502-53 to Rehabilitate Deteriorated Manholes in the Lawrence Trunk Sewer Line and Perform Related Work at the Arques Pump Station
REPORT IN BRIEF
Approval is requested for the award of a contract to J.F. Pacific Liners, Inc., of Vacaville to rehabilitate seventy-three manholes in the Lawrence trunk sewer line and replace pumps and motors and reline the wet-well at the Arques pump station for the Department of Public Works Engineering Division (Public Works Project No. UY-02/05-03).
BACKGROUND
The Lawrence trunk sewer is one of five major sewer lines in the City. The Lawrence line is more than fifty years old and carries a large flow from its collection area along the Lawrence Expressway. Corrosive gases that are naturally produced in sanitary sewer systems damage the concrete that lines manholes in the systems. Over time, approximately seventy sanitary sewer manholes along Lawrence Expressway and Arques Avenue have suffered significant deterioration and require rehabilitation.
The scope of work for this project will include rehabilitating all manholes in the line and replacing pumps and motors and relining the wet-well at the Arques pump station. The manhole rehabilitation process will involve coating the interior surfaces with a material to replace the lost concrete for structural strength followed by a protective topcoat that will slow or prevent the reoccurrence of corrosion.
DISCUSSION
Bid specifications were prepared by Public Works and Purchasing staff. The bid was structured so that the Base Bid consisted of rehabilitating the sixty-one manholes in the poorest condition. An Additive Alternate was developed for twelve additional manholes that could be rehabilitated if the City received favorable bid pricing. The Notice Inviting Bids was published in The Sun on February 22, 2006. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the Onvia DemandStar public procurement network. Thirteen contractors requested bid documents.
Sealed bids were publicly opened on March 22, 2006. Two responsive bids were received.

Because the low bid is significantly lower than both the Engineer’s Estimate and the only other bid received, staff confirmed with J. F. Pacific Liners that its bid contains no mistakes and that the project can be completed successfully at this bid amount. Staff also confirmed the financial stability of the firm and checked its references. Staff, therefore, recommends awarding a contract to J.F. Pacific Liners, Inc., the lowest responsive and responsible bidder. The award recommendation is for the Base Bid and the Additive Alternate and includes all seventy-three manholes and the Arques Avenue Pump Station.
A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Project costs include:
Construction $341,200
Additive Alternate $ 45,000
Contingency (15% of construction) $ 57,930
Total cost $444,130
Funds are available in Infrastructure Project No. 822791 – Rehabilitation of Manholes – Lawrence Trunk Sewer.
RECOMMENDATION
It is recommended that Council:
1. Award a contract, in substantially the same form as the attached draft and in the amount of $386,200, to J.F. Pacific Liners, Inc., for the rehabilitation of manholes in the Lawrence trunk sewer line and the replacement of pumps and motors and the relining of the wet-well at the Arques pump station; and
2. Approve a project contingency in the amount of $57,930.
