The City Council met in a study session at City Hall in the West Conference Room, 456 West Olive Avenue, Sunnyvale, California on February 14, 2006 at 6:00 p.m., with Mayor Ron Swegles presiding.

Mayor Swegles called the meeting to order at 6:10 p.m.

 

Study Session Summary

 

1.     Introduction

 

City Manager Amy Chan introduced the purpose of the Study Session.

 

2.  Background of Land Use and Transportation Planning

 

Transportation and Traffic Manager Witthaus summarized the basis for land use and transportation planning and the interrelationship of the two disciplines in the City.  He reviewed the City’s long range transportation capacity improvement program. 

 

3.  Current Activities

 

Transportation and Traffic Manager Witthaus outlined current staff activities related to implementation of the long range transportation capacity improvement program. 

 

Questions

Staff responded to questions from City Council Members.

Council Member Chu’ questions

  • Is the total TSP cost 187 million or will the cost increase?
  • Is the City’s share of the cost 72 million and will it increase?
  • What is the total cost for Mary Avenue Extension Project, what is the City’s share?
  • What is the update on 85/Fremont Avenue?
  • What is the total cost of the expressway project?
  • How much is the City’s portion (expressway project)?
  • What bike lane projects are occurring in the City or in the pipeline? 

Council Member Moylan’s questions

  • Can the County of Santa Clara partner with us in the expressway project?
  • Is it feasible for the City to look into underground work (tunnels) instead of overpasses?  Has the City conducted any analysis?
  • In the future, can we get other Commission members and interested parties to participate/attend informational meeting like this?  For educational purposes? 

Vice Mayor Lee’s questions

  • Funding, how much is already committed and how much do we need to request from the County?
  • Does the County need assurance that Sunnyvale will put funds in place before they initiate their contributions?

Council Member Hamilton’s questions

  • Mary Avenue Extension Project- 5-15 years is pretty broad, can you give us a more specific time line?
