Status Update on Current and Anticipated Quantities Disposed at Kirby Canyon Landfill

The City Council met in a study session at City Hall in the West Conference Room, 456 West Olive Avenue, Sunnyvale, California on February 28, 2006 at 6:15 p.m., with Mayor Ron Swegles presiding.

Mayor Swegles called the meeting to order at 6:20 p.m.

 


Study Session Summary:


I.                     Origin of Study Session

 

Staff noted that this presentation was to present information on the provisions of the disposal contracts between the cities of Mountain View, Palo Alto and Sunnyvale and Waste Management, operator of the Kirby Canyon Landfill at which the cities dispose of their refuse.

 

II.                Background of Landfill Capacity Contract

 

Staff described the Kirby Canyon Landfill and discussed the development of the contract and the background of key provisions of the three city contracts with Waste Management.

 

 III.             Key Contract Features and Trends

 

Staff described key contract features:

  • Contract term is 1991-2021

·         Annual Allocation Quantities (total of 7,458,970 tons over contract term)

  • Excess Quantity Disposal Fee (for amount over 110% of Allocation Quantity)
  • Minimum Quantity (75% of Allocation Quantity)
  • Credit (“Bank”) for Tonnage Paid for Under Minimum Quantity Provisions
  • Options in 2001 and 2011 for cities to reduce future Allocation Quantities 

Staff presented the historic and projected tonnage for each year of the contract term, noting that future disposal could vary from projections depending on:

  • Changes in the local economy and population level
  • Quantities disposed by the cities of Mountain View and Palo Alto
  • The level of diversion (recycling) achieved by the SMaRT Station® materials recovery facility
  • Potential to market disposal capacity to others
  • Possible reduction of future Allocation Quantities when option is available in 2011
  • Other factors 

Staff noted that this projection shows disposal quantities from 1993-2021 may be 1.5% over the Minimum Quantity, with 1.2% of the Minimum Quantity remaining in the “bank” in 2021.

 

 IV.              Questions

 

Staff responded to questions from Council members and from Todd Storti and Pat Castillo, representing GreenTeam/Zanker, the contract operator of the SMaRT Station.
