SUBJECT: 2006 Boards and Commissions Master Work Plans

 

REPORT IN BRIEF

As required by the Legislative Management Sub-Element of the General Plan, the City’s Boards and Commissions have developed work plans to reflect Council’s priorities as adopted in the 2006 Tentative Council Meeting Agenda Calendar.

 

BACKGROUND

These work plans are submitted annually as a Consent Calendar Item for Council approval and for Board and Commission implementation.

 

EXISTING POLICY

7.3A2d Adopt an annual work plan for Boards and Commissions consistent with Council priorities.

DISCUSSION

All Council-appointed Boards and Commissions (with the exception of the Board of Building Code Appeals which meets on an as needed basis) have developed proposed Master Work Plans for Calendar Year 2006 (Attachment A).  The proposed work plans highlight regularly scheduled Board and Commission meetings, review of the Code of Ethics, specific issues identified in the Council Agenda Calendar, and routine assignments specific to a particular Board or Commission.

 

FISCAL IMPACT

There is no fiscal impact as a result of approving the Master Work Plans.

 

Conclusion

The Council reviews the Master Work Plan for each Board and Commission and approves or recommends modifications.

PUBLIC CONTACT

Each work plan was reviewed and approved by the appropriate Board or Commission at a public hearing.  Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, publication of the Council agenda in the San Jose Mercury News, and the availability of the report in the Library and the Office of the City Clerk.

 

ALTERNATIVES

1. Council approves the 2006 Boards and Commissions Master Work Plans as submitted.

2. Council approves the 2006 Boards and Commissions Master Work Plans as submitted with exceptions as noted by Council.

RECOMMENDATION

Staff recommends Alternative 1.
