SUBJECT: Award of Contract to Add Six Intersections to the City’s Adaptive Traffic Signal System (No. F0501-46)
REPORT IN BRIEF
Approval is requested for the award of a contract to TransCore I.T.S., Inc., of Murray, Utah, to add six intersections on Sunnyvale-Saratoga and Mathilda Avenues to the City’s adaptive traffic signal system for the Department of Public Works Transportation and Traffic Division.
BACKGROUND
The City has an adaptive traffic signal system in place along a 1.5 mile segment of Mathilda and Maude Avenues (ten signalized intersections on Mathilda; four on Maude). This system, known as SCATS (Sydney Coordinated Adaptive Traffic System), monitors traffic flow and adjusts traffic signal timing on a cycle-by-cycle basis, depending upon traffic conditions. The result is reduced traffic delays on sidestreets and improved traffic signal coordination on main streets. The system consists of traffic monitoring and control software, Traffic Management Center (TMC) hardware, and hardware upgrades installed in the controller cabinets along the traffic corridor being monitored.
The original system was furnished and installed by TransCore I.T.S. This contract was awarded by Council on July 23, 2002 (RTC No. 02-293) as the result of a competitive proposal process. The system was funded by a 1999 Transportation Fund for Clean Air (TFCA) grant.
The City has secured a second TFCA grant to expand the system to Sunnyvale-Saratoga Road. Six intersections at the Tennis Center, Talisman, Remington, Fremont, Cheyenne/Connemara, and Alberta/Harwick will be added to the system.
DISCUSSION
The requested contract is for the addition of the six intersections mentioned above which will require the purchase of 170E controller cabinet interface kits, additional SCATS central software, an upgrade to a 32-intersection SCATS Central License, and on-site setup and training of City staff. Staff recommends award of contract to TransCore for this system expansion.
Section 2.08.070(b) of the Municipal Code provides for exceptions to the competitive bidding process in the case of sole source goods or services. SCATS is a proprietary adaptive traffic signal system, and TransCore is the only authorized representative in the United States.

Additional contracts will be issued at a later date for other aspects of the Sunnyvale-Saratoga Adaptive Traffic Signal System, such as consultant services to conduct before and after studies and additional intersection modifications. When completed, the entire system will cost $450,000, funded by $315,000 in TFCA grant monies and $135,000 in Transporation Grant Matching Funds. These funds are budgeted in Project No. 826060- Adaptive Traffic Signal Control Upgrade.
RECOMMENDATION
It is recommended that Council award a contract, in substantially the same form as the attached draft and in an amount not to exceed $125,000, to TransCore I.T.S., Inc., for the addition of six intersections to the City’s adaptive traffic signal system.
