Briefing on the Planning and Management System (PAMS)

January 23, 2006

 

The City Council met in a special meeting at City Hall in the West Conference Room at 456 West Olive Avenue, Sunnyvale, California on January 23, 2006 at 1:00 p.m., with Mayor Ron Swegles presiding.

Special Meeting Summary


Overview of the Planning and Management System (PAMS)

The City Manager presented an overview of the Planning and Management System (PAMS), describing the history and purposes of PAMS, explaining the different roles that the City Council, City staff, and members of the public have in PAMS, and reviewing the major changes that were made to PAMS through the PAMS Rebuilding Project.  Council raised questions and City staff provided answers during the presentation.  Council members participated in a version of a popular television game show to test their knowledge about PAMS. 


Using PAMS to Set City Policy

 

The City Manager and City staff members reviewed how Council uses various PAMS processes to set City policy.  Processes reviewed included the General Plan, Long Range Financial Planning, the Resource Allocation Plan or City Budget, the Study Issues Process, and the City Manager’s Annual Report and Evaluation Process.  Council raised questions and City staff provided answers during the presentation.  Council members participated in a version of a popular television game show to test their knowledge about PAMS.

 

Using PAMS as a Management Tool

City staff described how Managers’ Performance Agreements, Performance Reports, and Performance Evaluations, along with Employee Achievement Plans and Employee Job Performance Evaluations, are used to manage service delivery.  City staff also showed how operating program budgets, period financial reports, and annual performance reports are used as management tools to manage budget and service delivery.  Council raised questions and City staff provided answers during the presentation.


Final Questions and Answers


Council members asked several final questions, which were addressed by City staff.  Council members participated in a final round of a version of a popular television game show to test their knowledge about PAMS.
