SUBJECT:      Board and Commission Resignation – Information Only

REPORT IN BRIEF

As outlined in City policy, this report is to inform Council that the City recently received an electronic letter of resignation.  Karen Bushman, who was appointed to the Personnel Board in January 2003 for a term to expire in June 2008, resigned as of November  27, 2005.

EXISTING POLICY

Administrative Policy, Chapter 1, General Management, Article 15, Subdivision 8 states that when a resignation letter is received, staff shall prepare an Information Only Report to Council that indicates the resignation(s) and specifies the process that staff recommends to fill the new vacancy(ies).

DISCUSSION

The Personnel Board consists of five members.  With the resignation of Ms. Bushman there are currently three remaining members and three members constitute a quorum.  An earlier vacancy that occurred as a result of the resignation of Marc Ketzel was included in the Fall 2005 Recruitment.  Two individuals submitted applications for the Personnel Board and Council completed interviews on December 19, 2005.

At the January 10, 2006 Council meeting, Council will consider appointments based on the Fall 2005 Recruitment and may take action to fill one or both of the vacancies on the Personnel Board or direct staff to include both vacancies in the Spring 2006 Recruitment.

Should Council choose to fill only one vacancy, the vacancy resulting from the  resignation of Karen Bushman will be included in the City’s Spring 2006 Recruitment. Assuming a successful recruitment, staff anticipates that Council will be able to fill the vacancy in June 2006.
