SUBJECT: Award of Bid No. F0505-81 for Automated External Defibrillators and Accessories
REPORT IN BRIEF
Approval is requested for the award of a contract to Bound Tree Medical LLC of Dublin, Ohio, for the purchase of forty-seven automated external defibrillators (AEDs) and accessories for the Department of Public Safety. The defibrillators will be installed in police and fire vehicles and used by Sunnyvale Public Safety Officers.
BACKGROUND
The Department of Public Safety (DPS) currently has forty-seven Phillips Heartstream AEDs in its patrol cars and other vehicles. These AEDs were purchased and installed in 1999, are at the end of their useful life, and will no longer be covered under warranty. The City purchased an extended warranty beyond the original five-year warranty which is now expired. Additional warranty periods are not offered.
AEDs are used by DPS to treat victims of sudden cardiac arrest (SCA). The treatment for a victim of SCA is to use an AED which applies an electric shock to restore heart rhythm. According to the American Heart Association, SCA claims over 225,000 lives per year in the United States. Since the inception of Public Safety’s AED program, nearly thirty lives have been saved in Sunnyvale.
The continued use of the Philips AED is advisable to allow for a continuity of AEDs throughout the City. Training, supplies, and software for these new AEDs match those AEDs historically and currently in service in DPS and throughout the City.
DISCUSSION
Bid specifications were prepared by Public Safety and Purchasing staff. Invitation for Bids No. F0505-81 was advertised on the City’s internet site and broadcast to potential suppliers through the Onvia DemandStar public procurement network.
Sealed bids were received and publicly opened on May 24, 2006. Three responsive bids were received:

Bid pricing includes forty-seven AEDs, accessories, a trade-in allowance for the existing AEDs, sales tax and delivery to the Department of Public Safety. City staff will install the equipment in the vehicles; therefore, installation is not included.
Staff has determined that the AEDs offered by Bound Tree Medical LLC meet City specifications and recommends that the contract be awarded to that firm as the lowest responsive and responsible bidder.
FISCAL IMPACT
Total cost to the City will be $117,550. Funds are available in Public Safety Equipment Replacement Account No. 020900.
RECOMMENDATION
It is recommended that Council award a contract, in substantially the same form as the attached draft Purchase Order and in the amount of $117,550, to Bound Tree Medical LLC for forty-seven automated external defibrillators and accessories.
