SUBJECT:      Award of Contract for the Disposal/Reuse of Biosolids at the Water Pollution Control Plant (#F0510-25)

 

REPORT IN BRIEF

Approval is requested for the award of a one-year contract, with option to extend for two additional one-year periods, to Synagro-WWT, Inc., of Suisun City to load, transport and either dispose of, or arrange for the reuse of biosolids processed at the Water Pollution Control Plant (WPCP).

 

BACKGROUND

The contract scope of services consists of loading, transporting and either disposing of, or arranging for the reuse of biosolids processed at the Water Pollution Control Plant. The material to be removed consists of wastewater biosolids that have been taken from the WPCP oxidation ponds and further processed and relocated to the drying beds, where the water is allowed to evaporate. The material is then moved to a storage area to be loaded and removed.  Staff anticipates a need for the removal of 1,700 tons of biosolids per year.

 

DISCUSSION

Specifications were developed by Department of Public Works and Purchasing staff with special emphasis on the beneficial reuse of the biosolids material.  Request for Proposals No. F0510-25 was directly distributed to ten Northern California waste processing firms and broadcast to other potential proposers through the Onvia DemandStar public procurement network.  Nineteen firms requested proposal documents.

 

Sealed proposals were publicly opened on December 14, 2005. Proposals were received from Dilliard Environmental Services of Byron; Synagro-WWT, Inc., of Suisun City and FANFA, Inc., of San Lorenzo.  Proposals were evaluated and points were awarded, based upon price, proposer capabilities and overall quality of the proposed services. Additional points were awarded for a comprehensive reuse plan as opposed to landfill dumping of the biosolids.

 

The proposal from Synagro-WWT, Inc., received the highest total proposal evaluation points, and staff recommends award of contract to that firm.

 

FISCAL IMPACT

The cost of biosolids disposal will not exceed $75,000 during the first year. Should the City exercise its option to extend the contract, it is estimated that costs will not exceed $85,000 in Year Two and $90,000 in Year Three, making a total cost not to exceed $250,000 for a three-year contract. Funds have been budgeted in Department of Public Works Program 342 – Wastewater Management.

 

RECOMMENDATION

It is recommended that Council:

1.       Award a one-year contract, in substantially the same form as the attached draft and in an amount not to exceed $75,000 to Synagro-WWT, Inc., to provide biosolids loading, transportation and disposal or reuse services for the Water Pollution Control Plant; and

2.       Authorize the City Manager to extend the contract for two additional one-year periods, provided that it is in the City’s best interest to do so and costs do not exceed $85,000 in Year Two and $90,000 in Year Three.
