SUBJECT:             Community Development Department:  Change Classification Title of Senior Management Analyst Subclass Housing Program to Affordable Housing Manager

REPORT IN BRIEF

This report recommends amending the Classification Plan and Salary Resolution to include a new class specification title of Affordable Housing Manager.

 

BACKGROUND

 

The Community Development Department requested that the Human Resources Department conduct a job study of the Senior Management Analyst position in the Housing Division, changing the title to Affordable Housing Manager and developing a new class specification.   This position was created to maintain the current service level of the Below Market Rate (BMR) program; funding for this position was authorized by Council and adopted in the Mid-year Budget Modification No. 19, report number 06-068, dated March 7, 2006. There is no change in salary grade recommendation to the revised title and new job specification.  Therefore, there is no fiscal impact for creating the new title and class specification.

DISCUSSION

 

The Community Development Department requested that the Human Resources Department create a new job title, Affordable Housing Manager, and class specification.   The Affordable Housing Manager is responsible for coordinating and planning the programs and policy development associated with the Below Market Rate (BMR) Home Ownership and Rental Program, and the First Time Homebuyer Program.  This function was previously included in the Senior Management Analyst classification.  The revised title and job description is intended to help clarify the essential functions of this position and the qualifications necessary to perform those functions, facilitating a more effective recruitment for the current vacancy. 

 

Human Resources Department staff has completed the study requested by the Community Development Department and developed a new class specification attached as Exhibit 1. There is no change in grade recommendation to the revised title and job description for the Affordable Housing Manager.

 

FISCAL IMPACT

 

Funding for the full cost of the Affordable Housing Manager position is included in the current fiscal budget as adopted in the Mid-year Budget Modification No. 19, report number 06-068, dated March 7, 2006.

Public contact was made through posting of the Council agenda on the City's official notice bulletin board, posting of the agenda and report on the City's web page, and the availability of the report in the Library and the City Clerk's Office.

 

ALTERNATIVES

 

1.       Adopt a resolution to amend the Classification Plan and Salary Resolution to include a new class specification title of Affordable Housing Manager.

 

2.       Do not approve the recommendations contained in this report.

 

RECOMMENDATION

 

Staff recommends Alternative 1; Adopt a resolution to amend the Classification Plan and Salary Resolution to include a new class specification title of Affordable Housing Manager.
