SUBJECT: Onizuka Air Force Station (AFS), Citizen's Advisory Committee (CAC) Recruitment
REPORT IN BRIEF
A Citizen’s Advisory Committee (CAC) is being formed to serve as a public body for discussion and to advise the Onizuka Local Redevelopment Authority (LRA) on issues related to the community and economic development potential and reuse of Onizuka Air Force Station (AFS). The CAC will represent the interests of diverse stakeholders in the community and region with an interest in the redevelopment of Onizuka AFS and will be established for the duration of the reuse planning process.
The Office of the City Manager received a total of 25 applications for membership on this Committee by the recruitment deadline of June 2, 2006 (one application was subsequently withdrawn). Staff recommends that the Onizuka LRA Executive Committee select members to the CAC from the applicants listed on Attachment A (Onizuka Air Force Station Citizen’s Advisory Committee Member Application List).
BACKGROUND
Staff conducted a Citywide recruitment between April 28 and June 2, 2006. Outreach efforts included: Council meeting announcements; advertising on the City’s web site; news releases; an article in the Spring Quarterly Report; flyers distributed to City facilities; advertisements on KSUN; one advertisement in the Sunnyvale Sun; email notification to neighborhood associations, SNAP and SARES members, ethnic and sports groups, service clubs, CitySkills graduates, and active Sunnyvale volunteers; and letters to leaders of the following organizations:

DISCUSSION
According to the Bylaws of the Onizuka Air Force Station Citizen’s Advisory Committee (Attachment B), the CAC is to be made up of members representing the following:

One application did not meet any of the CAC Bylaw category requirements.
EXISTING POLICY
Legislative Management Sub-Element, Goal 7.3C: Participate in intergovernmental activities, including national, state and regional groups, as a means to represent the City’s interests, influence policy and legislation, and enhance awareness.
FISCAL IMPACT
There is no fiscal impact as a result of this report.
PUBLIC CONTACT
Public contact was made through posting of the agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Sunnyvale Library and the Office of the City Clerk.
ALTERNATIVES
1. Onizuka LRA Executive Committee selects members to the Citizen’s Advisory Committee from the applicants listed on Attachment A (Onizuka Air Force Station Citizen’s Advisory Committee Member Application List).
2. Onizuka LRA Executive Committee does not select members at this time.
3. Other action as directed by the Onizuka LRA Executive Committee.
RECOMMENDATION
Staff recommends Alternative 1. Onizuka LRA Executive Committee selects members to the Citizen’s Advisory Committee from the applicants listed on Attachment A (Onizuka Air Force Station Citizen’s Advisory Committee Member Application List).
