Mayor Swegles called the meeting to order at 6:00 p.m.
Study Session Summary:
Introduction:
City Manager Amy Chan explained that the purpose of the study session is to provide council with information on the SMaRT Station operations RFP so that council has the opportunity to provide early input before the RFP is on the agenda for approval.
Mark Bowers presented a status update on SMaRT Station operations request for proposal in a PowerPoint presentation summarized as follows:

II. Status of Prevailing Wage
Staff noted that the Department of Industrial Relations (DIR) had recently provided determination of prevailing wage. Staff also discussed language in the new contract that defines and quantifies risk to the contractor should the DIR determine a different prevailing wage during the term of the new agreement.
III. Key Contract Provisions
Staff summarized key provisions of the current and new contracts and described the collaborative processes between the partner cities to address issues.
IV. Communications Guidelines
Staff introduced communications guidelines for proposers and city council. These guidelines were suggested by the city’s RFP consultant since this practice is becoming a standard, and helps to ensure a transparent contractor selection process. Other local agencies have adopted similar guidelines and have been pleased with the outcome.
V. Questions
Staff asked Council for feedback on the process, content and other information presented and responded to questions from Councilmembers and members of the public.
Councilmember Howe indicated his support for the direction staff is taking in this RFP process and asked that it be continued. Councilmember Hamilton asked the Council to agree that non-public meetings with proposers should include more than one councilmember along with a member of staff. There appeared to be consensus among the Councilmembers on this point.
