Staff Recommendation:

·            Council awards a contract, in substantially the same form as the attached draft and in an amount not to exceed $388,525, to JJR Construction, Inc., for the reconstruction of various curbs, gutters, sidewalks and driveway approaches; and

·            Council approves additional work, as authorized by the Director of Public Works, not to exceed $78,000.

Reestablishing the Public Safety Community Academy (Study Issue)

 

Staff Recommendation:

·            Council supports the concept of a Community Academy as a beneficial tool with which to engage the community;

·            Council directs staff to continue to evaluate their capacity to undertake the additional work necessary for planning and presentation of such an Academy; and

·            Council directs staff to return to Council requesting a budget modification to support a Public Safety Community Academy at a time the director believes it is viable in terms of both cost and staff capacity.

Termination of Agreement for Animal Control Services Between the City of Palo Alto and the City of Sunnyvale, Extension of the Existing Agreement with the Humane Society Silicon Valley, and Award of a New Long-Term Agreement with the Humane Society Silicon Valley for the Provision of Animal Control Sheltering and Related Services

 

 

Staff Recommendation:

·            Council terminates the 2004 Agreement for Animal Services between the City of Palo Alto and the City of Sunnyvale; and

·            Council authorizes the city manager to sign a long-term agreement for the provision of animal control sheltering and related services between HSSV and the City that is substantially the same as that under which we are currently operating.

Onizuka Air Force Station Conceptual Reuse Options for Base Realignment and Closure

 

Staff recommendation: Authority approves the five reuse options presented in this report and initiates Phase II of the reuse planning process:

a.     Low density or VA-style office development over the remaining parcel; 

b.     Corporate headquarters of a higher density over the entire parcel;

c.     Hotel/conference center facilities over the entire parcel; 

d.     Automotive retail sales center on the entire parcel, possibly enlarged; and

e.      Homeless housing for up to 245 units on two sites up to 7.2 acres.
