The City Council met in study session at City Hall in the West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, California on November 20, 2007 at 6:15 p.m., with Mayor Otto Lee and Vice Mayor Anthony Spitaleri presiding.

Call to Order: 6:15 p.m.
Study Session Summary:
Director Mike Curran opened the session with an overview of the Federal Workforce Investment Act that provides the legislation and funding for the North Valley Job Training Consortium (NOVA), the process and formulas for distributing these funds to the states and to the local workforce investment areas, and the decision process for committing and administering these funds at the local area. For the seven cities of NOVA (Cupertino, Los Altos, Milpitas, Mountain View, Palo Alto, Santa Clara and Sunnyvale) the City of Sunnyvale has volunteered to represent the consortium cities and has been designated the administrative entity. Director Curran presented trend data on NOVA’s expenditures and resources over the past several years, including the corresponding staffing levels. It was staff’s conclusion that sufficient resources will be available in FY 2007/08 to cover all anticipated expenditures.
Council Members asked questions and encouraged staff to continue to search out additional resources to meet the employment needs of our residents and businesses.
