CITY OF SUNNYVALE

NOTICE OF REQUEST FOR PROPOSALS FOR 2007-08 & 2008-09

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM and 2007-08 HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS TO OUTSIDE GROUPS

 

Beginning Wednesday, December 27, 2006 the City of Sunnyvale will be requesting proposals for its:

 

1) 2007-08 & 2008-09 Community Development Block Grant (CDBG) Program for Public Services and

 

2)     2007-08 CDBG and HOME Program Funding for Housing/Capital Projects. 

 

Funding for eligible Community Development Block Grant activities that are categorized as public service, and housing/capital projects which meet CDBG/HOME Investment Partnership criteria are requested at this time.  

 

CDBG and HOME Program

 

A total of approximately 1.2 million in CDBG funds and 700,000 in HOME funds for 2007-08 is anticipated.  Projects will be funded subject to receipt of adequate federal funds.

 

The primary objectives of the CDBG Program includes activities that benefit low income households, aid in the prevention of slums or blight, or meet an urgent community need, including: expanding the affordable housing supply; promoting housing opportunities and choices; maintaining and improving community facilities and services; expanding economic development opportunities; and providing supportive services for targeted groups; including the homeless, seniors, youth, persons with disabilities, and other special needs groups.

 

The HOME Program provides funding for the acquisition and construction of affordable housing projects. 

 

Sunnyvale City Council has adopted a two-year plan for allocation of CDBG funds to support Human Services.  The estimated budget for 2007/08 and 2008/09 is $271,600, subject to the final appropriation and program income received by the City.  Programs requesting funding must qualify under one of the proposal funding categories below:

  • Operational: 
  • Emergency: 
  • Seed Program: 

The City is encouraging non-profit agencies able to provide specialized services described below to submit proposals addressing these identified gaps in services for low-income Sunnyvale residents which are:

 

1. Transportation services for seniors.

2. After school programs for “at-risk youth”.

3. Mental health services to facilitate access for residents of Sunnyvale. 

 

Proposals are requested for the following housing activities: New Construction or Acquisition/Rehabilitation projects resulting in the creation of new or additional units that serve very low-income households.

Applications are due on Wednesday at 4:00 p.m., January 31, 2007; please take note of this deadline date.  Applications must be received, not postmarked, by this date or they will not be accepted.
