The California Environmental Quality Act (CEQA) requires that all state and local government agencies consider the environmental consequences of projects for which they have discretional authority. An Environmental Impact Report (EIR) was prepared and certified by the City Council. The certified EIR is comprised of the Draft EIR and the Final EIR.
Final Subsequent Environmental Impact Report (FSEIR)
The draft EIR was abailable for public review and comment for 45 days, from December 28, 2015 to February 12, 2015. A Planning Commission public hearing was help during the public review period to accept public comment on the draft EIR on February 8, 2016.

The project site, referred to as Moffett Towers II, is located within the Moffett Park Specific Plan (MPSP) area at 111 Lockheed Martin Way. The project site is currently developed with buildings constructed as part of a former Lockheed Martin facility, and surface parking areas. The project site is located to the west of E. Street between 11th Avenue and 5th Avenue, and east of Enterprise Way. The project is located approximately 1,750 feet north of State Route 237 South Bay Freeway and the US Highway 101 interchange and east of Moffett Federal Airfield.
The approved project includes demolition of 924,500 sq. ft. of office structures on a 47.4-acre site and construction of five new eight-story office buildings, and a two-story amenities building for a total of 1,651,795 sq. ft. of office space, a 40,000 sq. ft. amenities building, three parking structures (4 and 5-stories) and surface parking for a total of 5,340 parking spaces. The buildings will be oriented to surround large landscaped common spaces to accommodate active and passive recreation on-site. Each office building has the same design and building height and a footprint of 40,405 sq. ft.
The campus development will be clustered around the proposed 50,000 sq. ft. amenities building which will include a fitness center and café. The central courtyard will have extensive outdoor facilities including a pool and sports courts. The parking structures have been sited to provide an adequate buffer for adjacent uses as well as being proximate to the buildings for even distribution of parking. The project includes special parking for vanpools, carpools, electric vehicles and spaces for shuttle stops. Class 1 (secured) and Class 2 (unsecured) bicycle parking would be provided at each building.
