Housing Element

HOUSING ELEMENT 2015-2023


The General Plan contains seven specific elements, including a housing element. The 2015 Housing Element outlines how the City is planning for the existing and projected housing needs of all economic segments of the community.

OVERVIEW

State law requires each city and county to adopt a general plan containing at least seven mandatory elements including housing. Unlike the other general plan elements, the housing element, required to be updated every eight years, is subject to detailed statutory requirements and mandatory review by a State agency, the California Department of Housing and Community Development (HCD). 

The housing element should promote the following objectives:

  1. Increase the housing supply and the mix of housing types, tenure, and affordability in all cities and counties within the region in an equitable manner;
  2. Promote infill development and socioeconomic equity, the protection of environmental and agricultural resources, and the encouragement of efficient development patterns; and
  3. Promote an improved intraregional relationship between jobs and housing.

In general, a housing element must at least include the following components:

  1. A Housing Needs Assessment
  2. A Sites Inventory and Analysis
  3. An  Analysis of Constraints on Housing
  4. Housing Programs
  5. Quantified Objectives
