EMPLOYEE LABOR AGREEMENTS
City of Sunnyvale employees are represented by six recognized employee organizations, including the Sunnyvale Employees’ Association (SEA), Service Employees International Union (SEIU), Sunnyvale Managers Association (SMA), Public Safety Officers Association (PSOA), Public Safety Managers’ Association (PSMA), and Communication Officers Association (COA). Additionally, there are approximately 50 confidential employees, including department directors and some managers, not represented by any formal organization.

Communication Officers Association (COA)
This Association represents approximately 20 employees in three classifications: Public Safety Dispatcher-in-Training, Public Safety Dispatcher, and Senior Public Safety Dispatcher.
Public Safety Managers Association (PSMA)
This Association represents approximately 10 employees in two classifications: Public Safety Captain and Deputy Chief of Public Safety. The Memorandum of Understanding for this newly formed bargaining unit is pending.
Public Safety Officers Association (PSOA)
This Association represents over 200 sworn personnel employed in the following classifications: Public Safety Lieutenant, Public Safety Officer, and Public Safety Officer-in-Training.
Service Employees International Union, Local 715 (SEIU)
This union is the exclusive representative for approximately 45 regular part-time employees in the Library and for selected classifications in several departments in the City. Local 715 is a chartered local of the Service Employees International Union (SEIU), AFL-CIO in Washington, DC, and is also associated with the California State Council of SEIU in Sacramento, CA.
Sunnyvale Employees Association (SEA)
This Association represents approximately 500 employees employed in over 120 job classifications. The major classification groups represented are Planners, Engineers, Parks Maintenance, Public Works Maintenance, Field Services, Water Pollution Control Operators, Mechanics, Clerical, Secretarial, Accounting, and Office Assistant Employees.
Sunnyvale Managers Association (SMA) This Association represents approximately 70 mid-management employees employed in approximately 60 job classifications, including assistant department directors, division managers, program managers and management analysts.
