EMPLOYEE LABOR AGREEMENTS
Approximately 87% of the City's current full-time employees are represented by formally recognized employee organizations (associations) under Memoranda of Understanding (MOU), with regular part-time employees represented by the Service Employees International Union, Local 715, under a Memorandum of Agreement (MOA). The remaining are management and confidential employees (approximately 120) and are not represented by any formal organization.

Sunnyvale Employees Association (SEA)This Association represents approximately 500 employees employed in over 120 job classifications. The major classification groups represented are Planners, Engineers, Parks Maintenance, Public Works Maintenance, Field Services, Water Pollution Control Operators, Mechanics, Clerical, Secretarial, Accounting, and Office Assistant Employees.
Public Safety Officers Association (PSOA)This Association represents over 200 sworn personnel employed in the following classifications: Public Safety Lieutenant, Public Safety Officer, and Public Safety Officer-in-Training.
Communication Officers Association (COA)This Association represents approximately 20 employees in three classifications: Public Safety Dispatcher-in-Training, Public Safety Dispatcher, and Senior Public Safety Dispatcher.
Service Employees International Union, Local 715 (SEIU) Memorandum of Understanding This union is the exclusive representative for approximately 45 regular part-time employees in the Library and for selected classifications in several departments in the City. Local 715 is a chartered local of the Service Employees International Union (SEIU), AFL-CIO in Washington, DC, and is also associated with the California State Council of SEIU in Sacramento, CA.
