Human Resources Divisions

The Human Resources Department (HRD) provides a full-range of human resources services and is organized into five divisions:    

Recruitment and Classification

This division is responsible for managing and administering the City's recruitment, examination, selection and pre-employment program for both regular and temporary positions, including managing the temporary agency contracts.  The division is responsible for managing and administering the City's classification program, including preparing, reviewing and updating job specifications and conducting classification studies and organizational analyses.

Employee Benefits

This division manages and administers all of the employee insurance and benefit programs:

  • Retirement and supplemental retirement plans
  • IRS § 125
  • Medical
  • Dental
  • Vision
  • Life
  • Long term disability
  • Employee assistance programs
  • Self-insured short term disability program

The division manages the human resources information system (HRIS) including the processing and inputting of all employee payroll and benefits information. 

The Employee Benefits division also manages the various employee leave programs in accordance with City policy, Memoranda of Understanding and applicable state and federal laws including the Federal and State Family Medical Leave Acts, the Federal Americans with Disability Act, and the California Family Rights Act.

The City of Sunnyvale provides its employees with a comprehensive package of benefits.  The information on this page is intended to provide a general summary of benefits available to employees of the City of Sunnyvale.  Exact benefits an employee is entitled to receive, is determined by the collective bargaining agreement between the City and the employee organization or union representing the employee's classification.  If there is a conflict between the information in this summary and the official plans/contracts, the official documents will prevail.

Employee Relations / Employee Development

This division manages the employee/labor relations program for the six recognized employee bargaining units, and the two unrepresented employee groups in accordance with the Myers-Milias Brown Act, including the management of the Memoranda of Understanding (MOU) with the recognized units.  The division administers and assists departments with employee relations issues, grievances, employee performance and discipline, and manages the City's performance evaluation program, employee development and training program, and the Volunteer Resources Program

Risk Management

This division administers the City's liability, safety and workers' compensation programs.  The liability program processes claims against the City and participates in the California Joint Powers Risk Management Authority which provides coverage for excess liability, property and auto insurance coverage.

The division is responsible for the management of all workers' compensation claims and compliance with legal mandates.  The safety/loss control program includes safety training, policy development, workplace inspection and accident prevention.

This division provides overall management and administrative support to the Department, including answer point management, purchasing, and maintaining office supplies.  The division also coordinates several City-wide activities such as the combined giving campaign and the years of service recognition event.
