MINUTES

 

COMMISSION MEETING

 

The Arts Commission met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California on January 15, 2003, at 7:00 p.m., with Chair Beezley presiding.

CALL TO ORDER

 

Chair Beezley called the meeting to order at 7:20 p.m.

Approval of Minutes

(Note: The December 18, 2002, Arts Commission was canceled.)

Moved by Commissioner Buchs seconded by Commissioner Carney, to approve the minutes of the Arts Commission meeting of November 20, 2002.

Motion carried unanimously

PUBLIC APPEARANCES

Chair Beezley opened the meeting for Public Hearing.

 

The City Clerk, Ms. Susan Kitchens, thanked the Commission for acting as City ambassadors in promoting the extended Commissioner recruitment through Friday, January 24, 2003. She stated any interested parties might contact her directly at (408) 730-7595 for further details and an application.

Chair Beezley asked Ms. Kitchens how the City was advertising the recent recruitment. Ms. Kitchens identified the various published articles and advertisements used to promote the recruitment. She also noted that staff will host a table at the Downtown Farmers' Market this Saturday, January 18, to distribute Boards and Commissions applications and information.

Commissioner Carney suggested that applications be made available to residents at the Sunnyvale Library and Ms. Kitchens thanked her for the valuable suggestion.

No more appearances were made and the Public Hearing was closed.

GENERAL BUSINESS (PUBLIC HEARING ITEMS)

Proposed Revisions To Seven Quality Of Life Measures And Two Objectives

Ms. Merrill introduced Terilynn Anderson from the Office of the City Manager. Ms Anderson gave the background of the project and explained the Quality of Life goals, objectives and measures in the staff report. In 2001, a Taskforce was established to develop these objectives -- eight strategic priorities that represent high level components contributing to the overall Quality Life in Sunnyvale:

High Quality Education

  •  

A Healthy Sustainable Environment

  •  

Efficient, Safe Transportation Systems

  •  

Quality, Diverse Affordable Housing

  •  

Community Pride and Involvement

  •  

A Diverse and Growing Economy

  •  

A Community with Diverse, Cultural Opportunities

Ms. Anderson stated that approximately 500 people from various sectors of the Sunnyvale community gave their input through members of the taskforce. Once the data was consolidated into the eight objectives identified above, measures were determined by staff and approved by Council.

This is the first time the report will be published, measuring two years of data. Staff found it difficult to interpret some of the data and asked Council to consider amending some of the language. To increase community involvement, Council suggested having the City’s Boards and Commissions provide public input on staff’s recommendations.

Ms. Anderson asked the Commission if they had any questions on staff's recommendations as identified in the staff report that was included in the Commissioners' packets. Chair Beezley stated the report was pretty straight forward and the Commissioners had no questions of staff.

 

Chair Beezley opened the meeting for public hearing.

Ms. Lisa Silan, a Sunnyvale Resident, questioned why "A Safe Community" was considered a Quality of Life issue.

Ms. Anderson replied that citizens were very concerned about being safe in their immediate surroundings. The public wants to feel safe from harm and free from injury throughout the many neighborhoods, parks, schools, shopping and business areas within Sunnyvale. Ms. Anderson stated the figures pertaining to a safe community may have been taken from a random sampling.

Chair Beezley thanked Ms. Silan for her comments.

No more appearances were made and the Public Hearing was closed.

Moved by Commissioner Buchs seconded by Commissioner Carney, to accept staff's recommendations as presented in the staff report for the Proposed Revisions To Seven Quality Of Life Measures And Two Objectives.

Motion carried unanimously

Chair Beezley thanked Ms. Anderson for her presentation to the Commission.

Ms. Merrill said her staff report would stand as submitted and made the following comments:

Work Calendars for 2003 will be included in the next Commission packet since the Council Work Calendar was adopted last night, January 14, and that information would be incorporated into the Commission's 2003 Work Calendar.

Ms. Merrill distributed a copy of the November 26, 2002, Council Ranking of FY2003-04 Study Issues for the Department of Parks and Recreation. Of the Parks and Recreation Department's three Study Issues for FY2003-04, the two listed below will be coming before the Arts Commission for recommendation to Council:

 
  1. Explore Concept of Digital Marquee at the Corner of Wolfe Road and El Camino Real to promote City and City Co-Sponsored Activities and Events

 
  1. Review Council Co-Sponsorship Policy

Ms. Merrill encouraged the Commission to attend the two training opportunities scheduled for January:

Chair Beezley suggested three Study Issue topics to consider for FY03-04:

  1.  

Define how Art In Private Development (AIPD) in-lieu funds would be spent.

  1.  

Determine a set of standards to ensure continued visibility and access to Art In Private Development installed artwork.

  1.  

Define the legal and enforceable requirements for Art in Private Development. If breached, how would the requirements be enforced?

Ms. Merrill stated she was arranging a meeting with the City Attorney to discuss how best to obtain the end-result of an enforceable policy regarding replacing missing required public artwork. She suggested a specific study session for the Arts Commission with the City Attorney be arranged.

Moved by Commissioner Buchs seconded by Commissioner Carney, to adjourn the meeting.

Motion carried unanimously
