COMMISSION MEETING

 

The Arts Commission met in regular session in the West Conference Room, 456 West Olive Avenue, Sunnyvale, California on February 19, 2003, at 7:00 p.m., with Chair Beezley presiding.

CALL TO ORDER

 

Chair Beezley called the meeting to order at 7:13 p.m.

Approval of Minutes

Moved by Commissioner Carney seconded by Commissioner Buchs, to approve the minutes of the Arts Commission meeting of January 15, 2003.

Motion carried 3-0

Commissioners Draganowski Davis and DiLeo Abstained

 

PUBLIC APPEARANCES

Chair Beezley opened the meeting for Public Appearances.

 

There were none and the Public Appearances were closed.

GENERAL BUSINESS (PUBLIC HEARING ITEMS)

1. Adoption of Proposed Work Plan for 2003.

Ms. Merrill stated the Work Plan for 2003 is an outline of work scheduled to come before the Arts Commission this calendar year. The plan will be updated quarterly or on an as-needed basis. She noted it closely follows the Council Study Issues Calendar and that the Commission will be reviewing two study issues for recommendations to Council:

  1. Concept of Digital Marquee at Corner of Wolfe and El Camino Real (Study Issue to Council on August 12)
  2. Revisions to Council Co-Sponsorship Policy (Study Issue to Council October 21)

Ms. Merrill commented that Council may elect to attend the study session when the Co-Sponsorship Policy Study Issue is reviewed. In response to Commissioner Buchs' request, Ms. Merrill stated that study issue materials would include a summary of the value of benefits currently provided to Co-Sponsorship Groups as well as those being proposed.

No appearances were made and the Public Hearing was closed.

Moved by Commissioner Buchs, seconded by Commissioner DiLeo, to adopt the Commission's Work Plan for 2003 as presented.

Motion carried unanimously

2. Co-Sponsored Group 'Ensemble International' Proclamation recognizing cultural diversity enrichment from international folkdance.

Ms. Merrill reported that the Co-Sponsored Group -- 'Ensemble International' -- is disbanding after providing 37 years of international folkdance and staff had suggested the Commission might wish to recognize their years of devoted public service by issuing a proclamation. A draft proclamation is before the Commission to honor this volunteer group's celebration of cultural diversity at local, national and international levels. Formal presentation would be arranged for the next Arts Commission meeting on March 19th.

Moved by Commissioner Carney, seconded by Commissioner DiLeo, to present the Proclamation honoring 'Ensemble International' for their long-term support of cultural diversity through international folkdance.

Motion carried unanimously

3. Request for nominations for Outreach Review Task Force.

Ms. Merrill stated this item is in response to a letter from the Mayor to have the City's Boards and Commissions nominate a member or a Sunnyvale resident for participation on an Outreach Review Task Force. From this list, due by February 28, 2003, four (4) nominees will be selected for the Outreach Review Task Force. This volunteer commitment includes an estimated 4-6 meetings, probably through August, with the purpose of reviewing content and making recommendations to Council.

Discussion followed and Commissioner Buchs' suggested Neighborhood Associations and other groups, such as Friends of Sunnyvale, might be contacted for community input meetings.

Moved by Commissioner DiLeo, seconded by Commissioner Buchs, to nominate Chair Beezley for consideration on the Outreach Review Task Force.

INFORMATION ONLY ITEMS

 

Completion letter for 1220 Mathilda Avenue -- Menlo Equities for Juniper Networks was included in the Commission packet.

 

Staff Liaison Report

 

Ms. Merrill said her staff report would stand as submitted and made the following comments:

  •  

In response to a recent letter sent to Co-Sponsored groups (copy distributed to Commission) regarding the fiscal impact of substantial state and local budget shortfalls, one group responded in writing with possible cost cutting suggestions. Ms. Merrill stated these and other considerations from the public are being sought by Council through Public Outreach Input Meetings per the distributed handout. She encouraged the Commissioners to attend these public input meetings.

  •  

Ms. Merrill stated City Departments have been charged with developing various budget reduction scenarios; however, to date, no directives have been issued. The various reduction scenarios will be given to the City Manager to use in his proposed Ten Year Resource Allocation Plan that will be presented to Council in May.

  •  

In response to the Commissioners' questions, Ms. Merrill briefly discussed possible options for increasing revenues. Fortunately, balanced fee schedules and our Ten Year Resource Allocation Plan makes Sunnyvale far better prepared than many other cities for shortfalls which may arise. Commissioner Buchs suggested perhaps facilities popular to rent might be made available by relocating non-paid uses to other sites.

Ms. Merrill encouraged the Commission to attend the rescheduled City sponsored Boards and Commissions Training opportunity with Patricia Bergstrom, "Mastering Meetings for Results," at the Council Chambers, Thursday, March 13, 2003, 6-9 p.m.

Commissioner DiLeo stated the United States Geological Services (USGS) was distributing fact sheets and historical information celebrating the explorations of Lewis and Clark 200 years ago.

Chair Beezley welcomed Commissioner Draganowski Davis to the Arts Commission. Chair Beezley shared the written response from Toyama regarding the missing public artwork. Ms. Merrill stated copies would be sent to each Commissioner. Chair Beezley requested Ms. Merrill forward the letter to the City Attorney for review and agendize this item when legal options/recommendations become available. Chair Beezley announced the Cinequest Film Festival in San Jose will be featuring digitally shot movies--new technology sweeping the industry.

 

Moved by Commissioner Buchs, seconded by Commissioner DiLeo, to adjourn the meeting.
