The Arts Commission met in regular session in the Council Chambers, 456 West Olive Avenue, Sunnyvale, California on May 21, 2003, at 7:00 p.m., with Chair Beezley presiding. |

Approval of Minutes

Moved by Commissioner Carney, seconded by Commissioner Davis, to approve the minutes of the special Arts Commission meeting on April 30, 2003. |

Note: Commissioner Carney’s absence from the special Arts Commission meeting held on April 30, 2003, did not require action since it was not a regularly scheduled meeting.
SPECIAL PRESENTATION
Neighborhood and Community Services Division and its Role in Community Outreach:
Ms. Coryn Campbell, Neighborhood and Community Services Manager described the Division’s efforts to keep the community informed of public services and opportunities to participate in public meetings and special events and activities. Their role is to connect the community using flyers and posting information regarding activities on the City’s website. Ms. Campbell thanked Commissioner Beezley and Cathy Merrill for serving on the Community Outreach Task Force.

Chair Beezley opened the meeting for Public Appearances. There were none and the Public Appearances were closed.
GENERAL BUSINESS (PUBLIC HEARING ITEMS)

Ms. Kristin Dance, Visual Arts Coordinator, presented an overview of the proposed changes to the Downtown Plaza Public Artwork affected by the City’s budget reduction in capital improvement projects. The original design has been scaled back to four fruit sculptures instead of six. Staff recommends to keep the cherries, apple, apricot, and pear, which will be larger than the original six. The cherry will be changed into a pair of cherries with longer stems so they can be easily identified as cherries. The fruit will be different sizes and spread throughout the plaza. Staff will review the scale of the fruit before approving the final artwork. |

Chair Beezley opened the meeting for Public Hearing. No appearances were made and the Public Hearing was closed.

Moved by Commissioner Davis, seconded by Commissioner Carney, to recommend to council the selection of the cherry, apple, apricot and pear sculptures for inclusion in the Downtown project, as presented in the staff report. |

Ms Steward gave a brief overview of the three program areas in the Community Recreation Fund and explained the enterprise fund concept and noted the following:
Staff is recommending an increase in the Art Permit Fee to cover labor costs.
Programs for dependent populations including youth, teens, seniors and the disabled are often highly subsidized and less income is received from these activities.
Adult sports, particularly golf, are a significant revenue source for the Community Recreation Fund.

Ms. Steward stated that the Commission is not required to take action but it is the Commission’s option to do so. The main purpose of the budget review is to be sure Commission has the information to make a recommendation if they choose to. Commissioner Carney asked about the Gallery closure and if that would postpone the cost of the required electrical work. Ms Steward responded that the Gallery would be left as unused space because of the unsafe lighting and the capital project would be deferred to some time in the future.

The Arts Commission chose not to make a recommendation on the FY2003-04 Budget as presented in the staff report. |

Ms. Steward said the staff report would stand as submitted and made the following comments: |

Ms. Steward noted the public still has opportunities to give input on the budget. |
|
|
Ms. Steward stated the Council action is scheduled for June 17. Two community meetings are scheduled for May 22, in the Sunnyvale Multipurpose room and May 23, at Nimitz School in the General Learning Center, per the flyers included in the Commission packet. |
|
|
Ms. Steward stated the Hands on the Arts Festival went very well. Staff was pleased and the participant surveys looked positive. |

Senior Center Public Artwork |
|
Ms. Steward clarified dimensions of the three panels of glass to be 3/8" thick, approximately 60" wide by 72" high. The panels will be placed just above the area near the lobby railing. Each panel will be unique and spaced to create a three-dimensional effect in the window. A sample of the engraved and etched glass was provided to the Commission. |

Ms. Steward stated workshops have been scheduled for local teens to establish two design teams on May 31, and June 7, 2003. During the workshops, each team will develop a full scale drawing of their proposed design for the concrete benches. |

Commissioner Draganowski Davis stated she was excited about being a volunteer in the Hands on the Arts Festival. She also mentioned she would not be at the next meeting in June because of a vacation conflict. |
|
Commissioner Carney asked if there was any further information on the missing sculpture. She also asked Chair Beezley to give a report on their work with the Community Outreach Task Force. |
|
Chair Beezley responded to Commissioner Carney and reported that the Outreach Task Force is reviewing the notification process regarding public meetings, new building construction and other events as outlined earlier tonight in Ms. Campbell's presentation. |
