COMMISSION MEETING

 

The Arts Commission met in regular session in the Council Chambers, 456 West Olive Avenue, Sunnyvale, California on June 18, 2003, at 7:00 p.m., with Chair Beezley presiding.

CALL TO ORDER

 

Chair Beezley called the meeting to order at 7:07 p.m.

Approval of Minutes

Moved by Commissioner Carney, seconded by Commissioner Buchs, to approve the minutes of the Arts Commission meeting on May 21, 2003, with the Commissioner Comments section corrected to read:

Commissioner Carney asked if there was any further information on the missing sculpture. She also asked Chair Beezley to give a report on their work with the Community Outreach Task Force.

Motion carried 3-1

Commissioner DiLeo abstained due to her absence from the 5/21/03 meeting.

SPECIAL PRESENTATION

Recognition Plaque for Outgoing Commissioner Jeanne DiLeo

The Commission agreed with Chair Beezley's suggestion to move the Special Presentation agenda item to the end of the meeting.

PUBLIC APPEARANCES

 

Chair Beezley opened the meeting for Public Appearances. There were none and the Public Appearances were closed.

Staff Liaison Report

 

Ms. Merrill said the staff report would stand as submitted and made the following comments:

Ms. Merrill stated that Mr. Wallace Harper was selected by Council as the new member of the Arts Commission, with his four year term beginning in July.

 

Other Reports

"Provide a greater enforcement of Art In Private Development requirements" study issue paper.

Ms. Merrill stated "Provide a greater enforcement of Art In Private Development requirements" is the only pending study issue paper under the purview of the Arts Commission for review in the fall. She noted that other issues might be added by the Commissioners at any time during the year, but they are all reviewed once annually in the fall with a recommendation to Council.

Commissioner Carney asked staff several questions regarding the Public Art Fund. Ms. Steward replied the Public Art Fund is an established fund. There currently are no monies in the fund, nor are any deposits expected in the near future since these types of projects that meet the Art In Private Development requirement are not currently in process. In response to questions regarding discretionary funds, Ms. Steward stated the account is restricted for the acquisition and up-keep of public art. It is modeled after the Park Dedication Fund with the expenditures under the purview of the Arts Commission. Ms. Steward confirmed that both the Senior Center and the Downtown Plaza have public art monies allocated to them. Ms. Steward stated that Capital Projects related to health and safety issues have been prioritized for completion in FY03-04; however, these types of projects do not usually involve public art. Ms. Steward closed her comments by stating the status of this fund would be reported to the Arts Commission annually, at a minimum, but that the Commission could request a more frequent schedule of report distribution when the fund is activated.

Chair Beezley asked if staff received correspondence from Toyoma regarding monies they may elect to donate to the City in lieu of replacing the missing public artwork. Ms. Steward replied no further correspondence had been received to date. Chair Beezley asked staff what the next step would be. Ms. Merrill responded that since this was not an item on the agenda, it would be in violation of the Brown Act for the Commission to take any action on the matter. Chair Beezley requested that follow-up on the Toyama missing public artwork be on the agenda for the July Arts Commission meeting.

Ms. Merrill thanked the Commissioners for completing their satisfaction surveys that staff will use to measure the Department's outcomes.

Commissioners’ Comments

 

Commissioner Buchs passed

Commissioner DiLeo stated the Sunnyvale Community Players production of: 'A Funny thing Happened on the way to the Forum' was excellent.

Commissioner Carney stated she highly recommends the Sunnyvale Library cultural programs featuring Taiwanese, Tibetan and Kurds folk dances.

Chair Beezley mentioned he recently met the artist, Thomas Kincaid. On behalf of the Arts Commission, Chair Beezley thanked Commissioner DiLeo for serving a four year term and suggested the recognition event proceed.
