PUBLIC HEARING - 7:00 p.m.
1. ROLL CALL
Present: Comm Love; Comm. McQueen; Comm. Pang; Comm. Rau; Chair Shoemaker

2. APPROVAL OF MINUTES of October 2, 2002 (5 Minutes)
Chair Shoemaker moved to postpone the approval of October 2, 2002 until the next scheduled meeting of February 5, 2003..
3. OPEN FORUM (None)
4. COMMISSION OLD BUSINESS (None)
A.  Report on presentation of study issues to City Council on December 10, 2002
Chair Shoemaker noted her attendance for City Council on December 10, 2002. She noted that the meeting was a "final push" to put Heritage Preservation Commission’s study issues forward. She noted the three study issues submitted from the Commission were ranked by City Council.
B.  Report on ranking of study issues
Chair Shoemaker stated that she has spoke in favor of the study issues submitted by the Heritage Preservation Commission. She further noted that City Council member Risch spoke about the Mills Act. City Council also inquired about the financial cost of several study issues submitted by the Community Development Department. She noted that Ms. Ryan, Planning Officer, responded to City Council about the costs of several study issues.
Anne Rouse, Interim Planner, noted that Ms. Ryan stated that the 2003 Work Calendar would include any approved study issue items that fell above the cut off line.
Chair Shoemaker noted that if the HPC volunteered to put in hours towards their study issues, it might be a good idea if the Planning Division would allow them to do so. She asked the Commission if they would like to draft a letter to Trudi Ryan, Planning Officer, to suggest this.
Chair Shoemaker noted that the Arts Commission is also getting involved with requesting for resources. Comm. Love motioned for Chair Shoemaker to draft a letter to offer volunteer hours from the Commission to the Planning Division. Comm. McQueen seconded.

Chair Shoemaker noted that the draft letter will be addressed to Ms. Ryan, Planning Officer. Commissioners inquired about the study issue process. Ms. Rouse stated that the Planning Officer would decide how many study issues could be completed by staff during the coming year.
5. COMMISSION NEW BUSINESS (1 hour)
A.  Introduction of new (& re-appointed) Commissioners.
Comm. McQueen noted his reappointment of another term to the Heritage Preservation Commission.
B.  Revising the list of properties to be evaluated.
Ms. Rouse noted the historic properties already considered. She noted that Hotel Sunnyvale would be the next property on the list to be evaluated. She noted that the owners of the property are not interested. She further noted that the property on 533-535 South Sunnyvale Ave and 500 S. Frances St. should be moved up the list. Ms. Rouse noted that she would be mailing letters to these owners to see if they would be interested in having their property as a Heritage landmark.
Chair Shoemaker asked staff if the property owners would be eligible for the Mills Act if the property is designated as a Heritage Landmark.
Comm. Pang noted that she is willing to take some time to contact the owners of the proposed Landmark property owners. Ms. Rouse noted that she will forward the property owners of 1029 Rainer Court, 533 Murphy Avenue, and Sunnyvale Hotel on.
Comm. McQueen motioned to have Sunnyvale Hotel to be #3 on the proposed Heritage Landmark List

C.  Preparing the 2003 Work Plan
D.  A brief Review of the Mills Act contract process.
Ms. Rouse handed out the Mills Act Property Tax Abatement Program publication. She noted that the property tax will be based on the revenue it generates. She noted that this Mills Act gets renewed every year for twenty years.
Chair Shoemaker asked staff a few questions regarding the Mills Act. Ms. Rouse responded. She noted that here are three properties in Sunnyvale that have a Mills Act contract at this time.
Comm. Rau asked if they get a tax break. Ms. Rouse responded that they do if the property has recently been sold. She noted that the city loses some tax revenue as well as the County but they are willing to have Heritage Landmarks use the Mills Act.
Chair Shoemaker asked staff if it is just the outside of the property that is regulated as a Landmark. Ms. Rouse responded yes.
6. Communications (10 minutes)
Chair Shoemaker noted an informal welcome to Comm. Pang. Comm. Pang introduced herself and noted her immigration to the City. She noted her delight in being involved with community affairs. She noted that she was with this commission in the early 1990’s.
Chair Shoemaker noted the photograph copies on the wall. Comm. McQueen noted that we should not forget about these historic photographs. Chair Shoemaker noted that they should be considered to be put in the upcoming historical museum, therefore, should be archived until them. Ms. Rouse noted that maybe they can be loaned to the Library, and when the museum gets developed, they can then decide if they want them or not. Comm. McQueen stated that loaning it to the library is a good idea.
Comm. Rau noted that the photos should be properly labeled before they go to the library. Commissioners agreed. Ms. Rouse noted if they would like a memo taken regarding this. Chair Shoemaker responded that they were requested from Mayor Miller.
7. Adjournment
Comm. McQueen motioned to adjourn. Comm. Love seconded
The meeting adjourned at 8:45 p.m.
