MINUTES

COMMISSION MEETING

The Parks and Recreation Commission met in regular session in the Council Chambers, City Hall, 456 West Olive Avenue, Sunnyvale, California on June 25, 2003, at 7 p.m., with Chair Manfrey presiding.

Call to Order

Chair Manfrey called the meeting to order at 7:00 p.m.

Chair Manfrey moved, Vice Chair Arnett seconded, that Commissioner DeWolf's absence be excused since she called ahead indicating she would be on vacation.

Motion carried unanimously


Approval of Minutes

Commissioner Ringel moved, Vice Chair Arnett seconded, to approve the June 11, 2003, Parks and Recreation Commission meeting minutes.

Motion carried 3-0 with Commissioner Pole abstaining since he was not present at the June 11th meeting.


Public Appearances

Chair Manfrey opened the meeting for Public Appearances. There were none and the Public Appearances were closed.

SPECIAL PRESENTATION

Recognition for Outgoing Commissioner Ted Ringel


Ms. Merrill suggested the presentation be conducted after the meeting is adjourned to better accommodate the special recognition.

General business

  1. Introduction to Neighborhood and Community Services and its role in community outreach

Peter Bassett, Community Outreach Coordinator, addressed the Commission regarding the role of the Neighborhood and Community Services Division of the Office of the City Manager. He described the Division’s efforts to keep the community informed of public services as well as opportunities to participate in public meetings, special events and activities. Additionally, they help citizens contact the appropriate staff to best address their needs and offer assistance in getting the public's feedback for effective communication. He encouraged the Commissioners to relay any feedback they might have regarding communications between the public and the City and answered the Commissioners questions to their satisfaction.

Chair Manfrey thanked Mr. Bassett for his presentation.

Ms. Merrill said her staff report would stand as submitted and noted the following:

In response to Commissioner Pole, Director Walker stated staff conducted only a very cursory accounting of costs associated with a digital marquee and that no further involvement would follow since that study issue was eliminated by Council.

Chair Manfrey reviewed the communications included in the Commission's packet. Director Walker clarified that the Co-Sponsored groups understand the necessity of the fees to be charged for services the City provides and that the Commission had received copies of all the relevant correspondence. Director Walker stated the fees for Co-Sponsored groups would not go into effect until January 2004.

Non-agenda items & comments

Commissioner Comments

The Commissioners individually thanked Commissioner Ringel for his effective participation on the Parks and Recreation Commission over the past six months.

Commissioner Ringel congratulated Robert E. Lawson, the new Parks and Recreation Commissioner, who's term begins in July.

The Commission concurred with Commissioner Ringel's suggestion to wish a speedy recovery to former Mayor Jim Roberts from his battle with cancer.

Staff Comments

On behalf of City staff, Director Walker thanked Commissioner Ringel for the air of professionalism he brought to the Parks and Recreation Commission and the numerous contributions he made during a relatively short tenure.

Ms. Merrill presented a Certificate of Appreciation to Commissioner Ringel for dedicated volunteer service as a Parks and Recreation Commissioner from January-June 2003 devoted to enriching our community and making Sunnyvale a more beautiful place to live and work for generations to come.

Commissioner Ringel thanked the Commission for their support. He concluded his term stating that he was appreciative of the dedication and execution of jobs performed by Parks and Recreation Department staff, especially with current economic hardships.

Commissioner Pole moved, Vice Chair Arnett seconded, to adjourn the meeting.

Motion carried unanimously
