A special meeting of the Sunnyvale Planning Commission was held on April 29, 2002, at 8:00 p.m. in the Council Chambers, City Hall, 456 West Olive Avenue, Sunnyvale, with Chair Brown presiding.

PUBLIC HEARING:
Report on Council Meeting
Trudi Ryan, Planning Officer, reported that on April 23, City Council considered an item regarding the annexation of Crawford Drive. It was the final day for an opportunity to protest the annexation and there was no protest submitted. It is not an item the Planning Commission heard but would be an interest to the Commission. She reported that staff will proceed with the annexation as directed by City Council.
Ms. Ryan also reported that the Downtown Urban Design Plan was also considered by City Council on April 23. Planning Commission recommended approval of the conceptual design, requested an extensive outreach program and to identify a new location for the downtown plaza. The City Council approved the conceptual design as recommended by the Planning Commission with the exception of a new location for the plaza. She added that the City Council also directed staff to look at architectural elements and that they selected community outreach efforts program. She further added that there would be Planning Commission public forums scheduled.

Comm. Babcock made a motion on Item #2002-0283 to recommend that the City Council to adopt an ordinance to amend SMC 19.90.030(b)(1). Comm. Lee seconded. Motion carried 5-2 with Comms. Moylan and Satterlee dissenting. |
2002-0222 - Rezone from M-3 (General Industrial) Zoning District to M-3/PD (General Industrial/Planned Development) Zoning District;
2002-0223 - Special Development Permit to allow 10 new office buildings and related ancillary structures with a Floor Area Ratio (FAR) of 70% where 28% is allowed without a Special Development Permit, adoption of Statement of Overriding Considerations and approval of the Mitigation Monitoring Program.

Vice Chair Simons made a motion on Item
#2001-0547, 2002-0222 and 2002-0223 to recommend to City Council Alternative #1 with the following modifications: 1) to develop an incentive program through the TDM to reduce air emissions, 2) to modify Condition of Approval #20b to require 135K square foot in Campuses I and III, 3) that the final colors and materials would be subject to the approval of the Community Development Director, and 4) to make available the parking and the amenity area to all tenants should the parcel be subdivided. Comm. Babcock seconded. Motion carried 6-1 with Comm. Satterlee dissenting. |

Vice Chair Simons also recommended that the Borregas bicycle bridges and an alternative to the Mary Avenue extension be included on the city's list transportation improvements. |

Comm. Moylan made a motion on Item #2002-0223 to continue the item to May 28, 2002 as requested by staff. Comm. Babcock seconded. Motion carried unanimously 7-0. |
Oral Communications
Vice Chair Simons congratulated the City of Sunnyvale for a successful health fair. He also thanked those who helped organize the fair and special thanks to Chair Brown who chaired the Volunteers Committee.
Chair Brown wished Vice Chair Simons wished him a happy a birthday.
Staff Communications
Ms. Ryan reminded the Planning Commission that there would be no joint study session on May 7 but the joint study on May 14 is still on schedule and will advise the Commission if there would be any changes.

With no further business, the Commission meeting adjourned at 11:05 PM.
