2002-0593 - AT&T Wireless
[Applicant] Michael Loskutoff [Owner]: Application for a Use Permit to allow the co-location of six wireless panel antennas on an existing monopole with associated ground equipment. The property is located at 1391 Geneva Drive in an M-3 (General Industrial) Zoning District. (APN: 110-33-019) (Negative Declaration)Ryan Kuchenig, Project Planner, presented the staff report. He provided a summary of the proposed project highlighting the use, site layout, landscaping, meeting the FCC requirements and standards. Staff was able to make the required findings and recommended approval of the Use Permit as conditioned. He clarified the chart on page four that the approved project in June, 2000 was for three eight foot antennas and increase height of the monopole from 45 feet to 56 feet.
Chair Simons asked staff clarification about what are considered minor modifications on Condition of Approval #3. Staff responded panel changes are considered minor modifications.
Chair Simons asked staff to clarify Condition of Approval #5 on the five-year renewal and its mechanics and whether this is an opportunity to require the carriers to upgrade the panels. Staff responded that this is an opportunity to evaluate or change the visual panels to meet some technological advancement; however, if the technology is not yet being used, then there would be no requirement to upgrade.
Chair Simons opened the public hearing.
JoAnne Gundermann, applicant, was present to address any concerns.

Comm. Swegles made a motion on Item #2002-0593 to adopt the Negative Declaration and approve the Use Permit as conditioned. Comm. Chu seconded. |
Chair Simons expressed his concerns about aesthetics onto existing monopoles even in industrial areas and stated that he would like to see consistent criteria to be used in the City. He concluded that with different styles of panel, he could not support the motion.

Ms. Ryan stated that the decision is final unless appealed during the 15-day appeal period.
