2003-0143 - Application for a Design Review to allow a first and second story addition to an existing two-story house for a total of 3,258 square feet resulting in a 53% FAR (Floor Area Ratio) where 45% is allowed without a Planning Commission review. The property is located at 874 Maranta Avenue in an R-0 (Low-Density Residential) Zoning District. (APN: 198-31-020)
Steve Lynch, Project Planner, presented the staff report. Staff provided a summary of the proposed addition highlighting the use, site layout, architecture, parking and circulation. Staff noted that the proposed project meets the development standards and that there is no significant impact and no privacy impact to the neighborhood. Staff was able to make the required findings and recommended approval of the Design Review.
Chair Simons opened the public hearing.
Ralph Saviano,
representing the property owners, stated that the proposed addition is to facilitate the growing needs of the owners. He stated that he made strong efforts in minimizing the impact to the existing structure and that the addition is built way in the back area of the lot. He added that the design is consistent with the Single Family Design Guidelines.Comm. Satterlee asked the speaker how would the back façade look like with a four-foot setback difference. Mr. Saviano responded that there would be an eave to protect the window which would look aesthetically pleasing.

Comm. Satterlee asked staff about the eave that the applicant noted which was not illustrated in the attached plans and whether an eave treatment to break up the wall should be included in the Conditions of Approval. Staff referred Comm. Satterlee to Attachment 3 of the staff report representing the eave element and if the Commission so choose it could be included in the conditions.

Comm. Moylan made a motion Item #2003-0143 to approve the Design Review with modified conditions that there shall be an eave element to break up the rear façade. Comm. Swegles seconded. |
Comm. Moylan commented that during his site visit he was able to determine that the addition further to the back is far enough not to be intrusive. He was able to make the required findings.
Comm. Swegles stated that during his site visit he spoke with some of the neighbors who were happy with the proposed addition. He commented that it was a friendly neighborhood.

Ms. Ryan stated that the decision is final unless appealed to the City Council during the 15-day appeal period.
