A regular meeting of the Sunnyvale Planning Commission was held on April 28, 2003 at 8:00 p.m. in the Council Chambers, City Hall, 456 West Olive Avenue, Sunnyvale, with Chair Simons presiding.

Report on Council Meeting
Trudi Ryan, Planning Officer, reported that on April 22, City Council had a joint study session with the Planning Commission on Downtown Wayfinding. She noted that input was provided to staff while working with the consultant for appropriate signs and styles for finding ways to get to and around Downtown Sunnyvale.

2. 2003-0178 - Appeal of a decision by the Director of Community Development approving a Miscellaneous Plan Permit for a two and three-foot tall solid wood fence in the required front yard. The property is located at 311 Orchard Avenue in an R-0 (Low-Density Residential) Zoning District. (APN: 204-31-021) EW
| Vice Chair Babcock made a motion on Item #2003-0178 to deny the appeal and uphold the decision of the Director of Community Development approving the Miscellaneous Plan Permit. Comm. Satterlee seconded. Motion carried 4-3 with Comm. Lee, Moylan and Swegles dissenting. |
3. 2003-0143 - Application for a Design Review to allow a first and second story addition to an existing two-story house for a total of 3,258 square feet resulting in a 53% FAR (Floor Area Ratio) where 45% is allowed without a Planning Commission review. The property is located at 874 Maranta Avenue in an R-0 (Low-Density Residential) Zoning District. (APN: 198-31-020) SL
| Comm. Moylan made a motion Item #2003-0143 to approve the Design Review with modified conditions that there shall be an eave element to break up the rear façade. Comm. Swegles seconded. Motion carried 7-0. |
4. 2003-0102 - Pacific Peninsula Group [Applicant] Sun Pacific, LLC [Owner]: Application for related proposals on a 38,303 square-foot site located at 759 & 775 Carmel Avenue in an R-3 (Medium-Density Residential) Zoning District. (APNs: 205-15-035 and 205-15-036) (Negative Declaration) RK (Continued from 04/14/03 and also to City Council on 05/13/03)
- Rezone from R-3 (Medium-Density Residential) to R-3/PD (Medium-Density Residential/Planned Development) Zoning District;
- Special Development Permit to allow the construction of 24 town homes, and
- Tentative Map to subdivide two lots into 24 lots and two common lots.
