SUBJECT: Amendment to the Classification Plan and Salary Resolution: Permit Technician (RTC #98-270)
REPORT IN BRIEF
This report recommends the new classification of Permit Technician.
BACKGROUND
The Community Development Department recognizes a need for individuals to assist in the review and processing of simpler planning and building permits. For the past year the department has made assignments to Principal Office Assistant and Senior Office Assistant staff consistent with the skills required of a Permit Technician. The classification of Permit Technician is more appropriate in the types of duties and skills needed by this individual than the more generic Principal Office Assistant classification. These positions support both the Building and Planning Divisions in a more specific technical role than expected of a senior or principal office assistant.
With changes in technology the more traditional office assistant is not needed. The department has seen a very large increase in the number of simpler building and planning permit applications. A permit technician has specific training to assist with these applications. More highly trained and experienced staff can focus on other building and planning permits that have become more complex over the last several years. For the past year the department has tested these positions and found that we are better able to meet our service objectives.
ASSIGNMENT OF PAY RANGE
It is proposed that the Classification Plan and Salary Resolution be amended to provide the below-listed pay range for the new classification. The recommended range was arrived at by comparing comparable salaries in neighboring cities against Sunnyvales internal salary structure.

FISCAL IMPACT
There will be no fiscal impact to the City since this classification is included in the base budget.

The public will be informed by placement on the City Council Agenda.
ALTERNATIVES
1. That the City Council amend the Classification Plan and Salary Resolution by adoption of the revised class specifications.
2. That the City Council amend any portion of the Classification Plan and/or Salary Resolution.
3. That the City Council take no action on the proposed amendments.
RECOMMENDATION
That the City Council adopt alternative 1 above to amend the Classification Plan and Salary Resolution.
