Approval of Private Industry Council Appointments for NOVA Job Training Consortium
EXECUTIVE SUMMARY:
The NOVA Private Industry Council has eight (8) vacancies: four seats becoming vacant as the result of expiring terms, and four seats becoming vacant because of retirements and employment shifts. In compliance with the JTPA regulations, one vacancy is to be filled by labor or a community-based organization, two vacancies are to be filled by Education, one vacancy is to be filled by a representative of the State Employment Service and four vacancies are to be filled by representatives from the private sector. Two of the individuals now serving on the NOVA PIC have requested reappointment. Candidates for the remaining seats have been solicited from the appropriate organizations.
The PIC Selection Committee, appointed by the Sunnyvale City Council, has interviewed qualified candidates for the remaining seats. Its recommendation is that Council make the following appointments to the NOVA Private Industry Council: the appointment of Ms. Nancy Erickson, newly appointed Manager for the California Employment Development Department's North Valley (Sunnyvale) site to seat #1; the reappointment of Dr. Barbara Malaspina, representing Santa Clara Unified School District Adult Education, to seat #2 which is reserved for Education (Vocational Education); the appointment of Dr. Leo Chavez, Chancellor of Foothill DeAnza Community College District, to seat #3 which represents Education (Community College); the reappointment of Ms. Gloria Spanier, Director of Human Resources, for ARCADIS Geraghty & Miller Inc., to seat #4 which represents the private sector; the appointment of Ms. Fredia Brooks, Manager, Mentor Program Initiative, Corporate Worklife & Diversity for Hewlett Packard, to represent the private sector in seat #16; the appointment of Mr. Ray Montalvo, Director of Marketing for LeBoulanger, Inc., to private sector seat # 18, and the appointment of Dr. Ted Kastelic, Management Development Manager for Intel Corporation, to private sector seat #19.
One seat remains vacant: Seat #13 representing organized labor, and recruitment is still in process.
EXISTING POLICY:
The proposed activities are consistent with the City of Sunnyvales Socio-Economic Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding, to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.
BACKGROUND/DISCUSSION:
The NOVA PIC has twenty (20) members consisting of eleven (11) private sector members and nine (9) public sector members representing stakeholders in the regional workforce development system. At this time there are vacancies in four (4) of the private sector seats and four (4) of the public sector seats. The public sector seats are designated under the Job Training Partnership Act and require representation from labor, community-based organizations and business organizations, economic development organizations, the employment service, public assistance agencies, community organizations and education agencies. Nominations for the private sector seats have been solicited by the Chambers of Commerce serving the six NOVA consortium cities (Santa Clara, Cupertino, Sunnyvale, Mountain View, Los Altos and Palo Alto) and from specific companies.
The Sunnyvale City Council, on behalf of the consortium cities, has the authority to appoint the membership of the NOVA Private Industry Council. The process that Council has established is to have the nominations reviewed by the PIC Selection Committee, and to vote on a slate of candidates recommended by the PIC Selection Committee. The PIC Selection Committee is composed of a member of the Sunnyvale City Council (Councilmember Julia Miller), a representative from the chambers of commerce (Ms. Suzi Blackman) and the Chairperson of the NOVA Private Industry Council (Ms. Carol Godsave). The PIC Selection Committee has interviewed the appropriate candidates and recommends the following candidates:
a. This seat is designated to be filled by a representative of the employment service; in California this agency is the State's Department of Employment Development. This seat became vacant with the retirement of the Sunnyvale site EDD Manager, Ms. Joan Deaton. Ms. Nancy Erickson has been appointed the new Manager for the Sunnyvale site, and both she and EDD management have requested appointment to the NOVA PIC. Ms. Erickson has been Assistant Manager for the North Valley area for the past ten years, and has been very active with NOVA in numerous partnerships: Summer Jobs for Youth Campaign, Youth@Work, ProMatch, Connect!, and the evolution of the Employment Service Center.
b. Seat number 2: This seat is designated to be filled by a representative from Education. This seat has been filled by Dr. Barbara Malaspina, Division Manager for the Santa Clara Unified School District Adult Education. Dr. Malaspina has requested reappointment to this seat.
c. Seat number 3: This seat is designated to be filled by a representative from Education. This seat became vacant when Dr. Michael Rao, President of Mission College, left his employment and moved to another state. Dr. Leo Chavez, Chancellor for Foothill De Anza Community College District, has asked to be appointed to this seat. Dr. Chavez has had more than 20 years' experience with community colleges in Santa Clara Valley and has significant expertise in the development of workforce preparation.
d. Seat number 4: This private sector seat has been filled by Ms. Gloria Spanier, Director of Human Resources for ARCADIA Geraghty & Miller, Inc. Ms. Spanier has requested reappointment to this seat.
e. Seat number 16: This private sector seat has traditionally been filled by a representative from Hewlett Packard, and was recently vacated as a result of Ms. Mary Eicher changing job responsibilities. Ms. Fredia Brooks, Manager, Mentor Program Initiative, for Hewlett Packard has requested appointment to this seat. Ms. Brooks' responsibilities include creating corporate-wide initiatives which provide opportunities to expand the diversity and expertise of HP's workforce.
f. Seat number 18: This private sector seat was vacated by Ms. Clysta Seney from Applied Materials. Mr. Ray Montalvo, Director of Marketing for LeBoulanger, has requested appointment to this seat. Mr. Montalvo plans and implements all promotional activities for 17 corporate retail bakery/cafes in the Bay Area. He also originated and set procedures for LeBoulanger's corporate training program.
g. Seat number 19: This private sector seat is currently vacant. Dr. Ted Kastelic, Management Development Manager for Intel Corporation has requested appointment to this seat. Dr. Kastelic was a member of the NOVA PIC while he was President of Cogswell College. His present responsibilities include management and organizational development for the Santa Clara Processor Division of Intel.
If Council appoints the individuals nominated above, JTPA requirements will be fulfilled.
Fiscal Impact:
There is no fiscal impact from the recommended actions.

ALTERNATIVES:
1. Adopt staff recommendation as presented in this report.

3. Appoint none of the recommended candidates and solicit additional nominations for the seats.
