SUBJECT: Award of Contract, Sunnyvale Public Safety Headquarters Phase 1 – South Addition Lockers and Expansion, PR-96-4(A) – RTC 98-295

REPORT IN BRIEF

The City opened bids for the Sunnyvale Public Safety Headquarters Phase 1 – South Addition Lockers and Expansion Project (PR-96-4A) on August 5, 1998. There were 3 bids received. Staff is recommending that the City Council award the contract to the lowest responsive bidder, Bruns Belmont Construction, Inc., in the amount of $178,968.

BACKGROUND

At the time of construction in 1983, it was anticipated that the Public Safety Headquarters building would need to be expanded at a future date into what is now the north parking lot. The building is now insufficient to accommodate all of the Public Safety Department’s related activities. There has also been an increase in the number of female officers for whom the same level of support facilities is required as those provided for male officers. This project was generated to address those issues.

On January 13, 1998 Council approved an agreement with Group 4/ARP, Inc. to provide professional design services to prepare plans and specifications for the Public Safety Headquarters Expansion Project (PR-96-4).

In order to accelerate the female locker facility addition, the expansion project was separated into two phases. Phase I involves construction of a locker room facility on the south side of the existing building. Phase II involves the addition of approximately 3500 square feet of open office space to the north side of the existing building, and providing a new office room on the second floor. The design of Phase II is in progress.

DISCUSSION

The Phase I project base bid consists of adding a 550 sq. ft. locker room facility (including 113 new lockers) on the south side of the existing building and improving the adjacent areas impacted by the construction of the addition including demolition, foundation, framing, lighting, HVAC, interior and exterior finishes, roofing, lockers, paint, electrical and landscape restoration work.

For comparison purposes, the Engineer’s Estimate and the bids received are:

Staff has reviewed the bids and determined that Bruns Belmont Construction, Inc. is the lowest responsible bidder.

A determination was made that this project will have not significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

2. Project Budget
Funds for this project are available from Task Number 815750 which has a balance of $1,771,010. The remaining funds are for the completion of Phase II of this project.
