SUBJECT: Amendment to Salary Resolution Fiscal Year 1998/99 (RTC #98-298)

REPORT IN BRIEF

Public Safety Officers Association, Communication Officers Association, and certain Public Safety Management Classifications

This report recommends amending the Salary Resolution to increase the pay rates for the following classifications by the indicated percentages, effective retroactively to July 12, 1998:

1.40% Public Safety Officer-in-Training, Public Safety Officer I, and Public Safety Officer II
1.06% Public Safety Lieutenant
1.06% Operations Manager, Public Safety Captain I, Public Safety Captain II, and Public Safety Commander
1.40% Public Safety Dispatcher and Senior Public Safety Dispatcher

 

Confidential Employees

This report also recommends increasing the premium for Confidential employees from 2.5% to 3.5% retroactive to June 28, 1998. A Paid Time Off (PTO) program will also be implemented for Confidential employees effective August 23, 1998, and PTO procedures are revised for consistency.

BACKGROUND

Public Safety Officers Association, Communication Officers Association, and certain Public Safety Management Classifications

The 1994-1997 MOU with PSOA provides for salary adjustments for Public Safety Officers and Public Safety Lieutenants. Adjustments are to be based on the market survey data of total compensation for eleven (11) Bay Area cities and require that the City "provide such increase as needed to adjust the wages of Public Safety Officers and Public Safety Lieutenants eleven percent (11%) above" the survey averages of the top seven (7) agencies for salaries going into effect the first full pay period in February and July of each year.

Past practice requires that: the Operations Manager (a management position) be adjusted to maintain lateral equity with Step 5 of the basic Public Safety Lieutenant classification; the Public Safety Captain I classification be adjusted to maintain a 15% differential between the control point for this management classification and Step 5 of the Public Safety Lieutenant with a Bachelor's Degree; and that the Public Safety Captain II classification be adjusted to maintain a 20% differential between the control point for this management classification and Step 5 of the Public Safety Lieutenant with a Master's Degree. The Public Safety Commander classification salary is set at 15% above Public Safety Captain II.

The 1995-98 MOU with COA, which was extended one-year through June 30, 1999, provides that wages for employees represented by COA shall be set so that the 5th Step for Public Safety Dispatcher is 15.0% below the 5th Step for Public Safety Officer II, and that the wage for Step 5 of Senior Public Safety Dispatcher shall be set 10% above Step 5 of Public Safety Dispatcher. Further, wages for Public Safety Dispatchers and Senior Public Safety Dispatchers shall be adjusted at the same time as Public Safety Officer II wage adjustments are made during the period of the MOU.

Confidential Employees

Designated agencies are surveyed for comparability, and this year, the survey average established the basis for a 3.5 % premium.

EXISTING POLICY

Public Safety Officers Association, Communication Officers Association, and certain Public Safety Management Classifications

The proposed increases are in accordance with current provisions of the Memorandum of Understanding (MOU) between the City of Sunnyvale and the Public Safety Officers Association (PSOA), and with current provisions of the MOU between the City of Sunnyvale and the Communication Officers Association (COA), and past practice.

Confidential Employees

The annual survey and implementation of the results is consistent with past practice.

DISCUSSION

All other provisions of the Salary Resolution remain unchanged.

FISCAL IMPACT

All of the salary adjustments have been planned for within the Public Safety Department's base budget and were included in costing the entire benefits package for PSOA and COA at the time of negotiations. The potential increase in the premium for the Confidential employees was planned for in the Base Budget for Fiscal Year 1998/99. It is expected that the City may realize savings with the implementation of the Paid Time Off (PTO) program for the Confidential employees.

PUBLIC CONTACT

The public is notified of this action through placement on the City Council Agenda. The President of the Public Safety Officers Association has received the data on which the salary increases for the positions represented by PSOA are based. Employees represented by PSOA, COA, and affected Public Safety management employees will be notified by memorandum. Confidential employees will be notified by memorandum.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed and thereby implement the provisions of the MOU with PSOA and retain the previously established differentials between Public Safety management and non-management classes and between Public Safety Officers-in-Training and Public Safety Officers, and between Public Safety Dispatchers and Senior Public Safety Dispatchers. Amend the Salary Resolution as proposed to implement the increase in the premium for the Confidential employees.
  2. Not amend the Salary Resolution as proposed and thereby fail to implement the MOU provisions noted above.
  3. Amend selected provisions of the Salary Resolution.

RECOMMENDATION

Amend the Salary Resolution as proposed.
