Housing Element Update

The Housing Element is the City's principal guide for housing programs and strategies. It helps us meet the future housing needs and priorities of our community. It will offer a way to ensure we have enough sites for safe, decent, affordable housing for our community. We are updating our Housing Element for 2023 to 2031. We invite you to take part in outreach meetings, provide your input, and stay up-to-date on our progress.

Draft Housing Element

The City released the 2023-2031 Draft Housing Element for public review on May 6. Your input will help us revise this draft. We will submit a revised draft to the State Department of Housing and Community Development (HCD) for initial review in July.

Get Involved

We will host a variety of community engagement meetings and outreach events for the Housing Element Update. These events will include study sessions, community workshops, and a community survey. Your input will help guide our policies and programs. Let us know what matters to you.

We will release the Public Draft of the Housing Element Update on May 6. Share your thoughts on the Public Draft at upcoming public meetings. Your comments and feedback will help us revise the draft.

After these meetings, we will send a revised draft to the State Department of Housing and Community Development (HCD). HCD will provide comments on the draft. We will continue to revise the draft throughout 2022 based on comments from HCD and the public. HCD will certify the final draft Housing Element in January 2023.

Progress

The Housing Element update process began spring 2021. It will continue throughout 2022. A public draft of the updated Housing Element will be available in May 2022. We will hold community engagement events in May and June 2022. The updated Housing Element must be approved by the City Council and certified by the State by Jan. 31, 2023. Housing staff provides brief Housing Element update status reports at Housing and Human Services Commission meetings.

Housing Element Project Schedule Description

Project Schedule

The Housing Element Update schedule spans from August 2021 to January 2023. The schedule includes five phases:

  • Project Initiation
  • Updating the Housing Element
  • California Department of Housing and Community Development (HCD) Review
  • Adoption
  • HCD Certification

The project schedule graphic identifies two categories of events throughout the project. First, Outreach and Meetings and, second, Deliverables.

Project Initiation (August 2021 – November 2021)

In August 2021 the City selected Ascent Environmental as the project consultant. During this phase, City staff and consultants planned the project and gathered data.

Updating the Housing Element (December 2021 – June 2022)

In this phase, the City will hold outreach events and meetings. The City will update the Housing Element based on new housing data and public input.

California Department of Housing and Community Development (HCD) Review (June 2022 – October 2022)

The City will submit the draft Housing Element to HCD for review and comments during this phase.

Deliverables

  • California Environmental Quality Act (CEQA) Review from June 2022 to December 2022

 

Adoption (October 2022 – December 2022)

The City will revise the draft Housing Element based on HCD comments. The City will present this updated draft at Commission and City Council hearings for adoption.

HCD Certification (January 2023)

Once adopted by City Council, the City will send the final draft Housing Element to HCD for certification.

Background

Cities and counties, by state law, must update their Housing Element every eight years. Currently we are updating our Housing Element for 2023 to 2031. Our Housing Element will contain our long-term housing goals. It becomes part of the City's General Plan.

The update contains our plan to meet our Regional Housing Needs Allocation (RHNA). The State determines each city's RHNA based on growth and demographic trends. Our RHNA for 2023 to 2031 is 11,966 new housing units. We will select sites and provide a strategy to meet this housing need. The City does not build housing, but the Housing Element ensures that new housing units can be built.

Our Housing Element will include the following topics:

  • Housing Needs Assessment: An overview of demographic trends and housing needs
  • Constraints Analysis: A summary of barriers to housing production
  • Sites Inventory: A review of land that is suitable for new residential development
  • Housing Opportunities: An overview of existing resources that can help build housing
  • Housing Plan: The policies and programs that will help us meet our goals
