The Housing Element is the City's principal guide for housing programs and strategies. It helps us meet the future housing needs and priorities of our community. It will offer a way to ensure we have enough sites for safe, decent, affordable housing for our community. We are updating our Housing Element for 2023 to 2031. We invite you to take part in outreach meetings, provide your input, and stay up-to-date on our progress.

The Housing Element update process began spring 2021. It will continue throughout 2021 and 2022. Community engagement will begin in August and a more updated schedule will follow. The updated Housing Element must be approved by City Council and certified by the State by Jan. 31, 2023.
Cities and counties, by state law, must update their Housing Element every eight years. Currently we are updating our Housing Element for 2023 to 2031. Our Housing Element will contain our long-term housing goals. It becomes part of the City's General Plan.
The update contains our plan to meet our Regional Housing Needs Allocation (RHNA). The State determines each city's RHNA based on growth and demographic trends. Our RHNA for 2023 to 2031 is 11,966 new housing units. We will select sites and provide a strategy to meet this housing need. The City does not build housing, but the Housing Element ensures that new housing units can be built.
