We provide funding to create more affordable housing for our community. Our support helps nonprofit developers build new projects. We awarded funds to these upcoming affordable rental projects.

Program Definitions
- Permanent Supportive Housing (PSH) – Housing with services for individuals and families that have been homeless for a long time. PSH offers support and case management to help tenants stay housed for the long term.
- Rapid Rehousing (RRH) – Short-term housing for individuals and families that have been homeless for a short time. RRH offers supportive services and case management to help tenants find stable housing.
Ira D. Hall Square

About
This is a transit-oriented development near Lawrence Caltrain station. Unit sizes range from studio to three-bedroom. In 2022, the County of Santa Clara awarded Measure A funds to this project.

Household income limits: Range from 30% to 70% of Area Median Income
Unhoused and Special Needs Services
Forty-five units will be designated as Permanent Supportive Housing for homeless households.
City Support
We provided $26.5 million total in funding. In 2020, we purchased the land for $13.45 million and provided $450,000 for predevelopment. In 2022, we awarded an additional $12.5 million for construction.
Timeline
Construction began January 2024. Construction completion is expected fall 2025.

About
Located near Lawrence Caltrain Station and Ira D. Hall Square project. On-site industrial building will be demolished. Unit sizes will from studio to three-bedroom.

About 20% of the units will be designated as Permanent Supportive housing for homeless households.

Orchard Gardens
Developer: First Community Housing

Status: Approved project, pending building permits
About
This project will renovate and expand existing affordable housing. The developer will build 93 new units, renovate 30 and demolish 32. Out of 123, 121 units will be affordable to lower-income households.

Household income limits: Range from 30% to 70% of Area Median Income
Unhoused and Special Needs Services
Fourteen units will be Permanent Supportive Housing. Thirty-one units will be Rapid Rehousing. Fifteen units will be for tenants with intellectual and/or developmental disabilities.
City Support
In 2020, we awarded $7.5 million in construction financing. In 2022, we awarded an additional $2.5 million.
Timeline
Planning entitlements were approved November 2021. The developer is seeking more funding.

Status: Predevelopment
About
We bought the property in September 2023. It currently houses a vacant bank building. We entered an agreement with MidPen Housing to develop the site as affordable housing.

We purchased the property for around $7.3 million.
