The city manager has three core services: effectively supporting the City Council with its policymaking process; overseeing the City’s day-to-day operations and making sure the resources and assets are as optimal as possible; and strategic planning and helping the council visualize what the community wants to be and developing tactical action items to achieve that.
The Office of the City Manager provides leadership, strategic direction and overall policy guidance for the City and is directly responsible for all day-to-day operations. The City Manager serves as the City’s Chief Executive Officer responsible to the City Council and City Charter for the proper administration of all affairs of the City.

Divisions
Assistant City Manager
Sarah Johnson-Rios
Performs executive level work assisting the City Manager in planning, coordinating and directing the activities of the city of Sunnyvale. Directs the goals, objectives and activities of assigned functional areas; coordinates and administers major City programs; assumes direct line authority over departments and activities of the City and advises and consult with City staff on City operations; serves as liaison with key community groups and organizations; undertakes special projects as assigned.
Specific assignments include oversight of the City Clerk’s office with regards to agenda preparation and management. Participates in the development and implementation of policies and procedures. Provides oversight and guidance in the budget development, manages organizational advancement efforts, intergovernmental relations, strategic efforts and administrative functions of the City Manager’s Office. A significant project under implementation is the Enterprise Resource Planning (ERP) of which the Assistant City Manager serves as the executive sponsor.
Deputy City Manager
Connie Verceles
Responsible for a variety of assignments within the Office of the City Manager, including the administration of citywide policies and programs, economic development initiatives and special projects. Serves as the primary City liaison providing coordination and comprehensive services to the business community. Performs program management and administrative duties necessary to achieve program objectives in the areas of economic development, small business assistance, downtown development, business financing, and other related areas.
Special assignments include administration, implementation and compliance of the City’s Wage Theft Prevention Policy and the City’s Minimum Wage Ordinance. Manages the Economic Development Division and conducts research and analysis related to financial, economic development, administrative and organizational issues and makes recommendations for action.
